Не совсем понятно в каком порядке расставлять все его чины и звания, следует ли использовать артикли и запятые?

Baron Rosen и Count Sergei Yu. Witte - это были два разных государственных деятеля. У Вас после слова "барона" не пропущены слова "Розена и" или еще что-либо?
