"Ufa mayor" is acceptable IF you using it to describe a person when you give their proper name, for example in the sentence, "Ufa mayor Pavel Kachkaev announced yesterday that..."

You can't use this form in any other context, for example the following sentence is not correct:
"Pavel Kachkaev is Ufa mayor" (use: "the mayor of Ufa")
