Electric power provider reported on an uncontracted power consumption. It invoiced the plant at 500 million rubles for 3 month power utilzation by default. |

imho The electricity company issued a unilateral statement alleging the use of power without a contract with the supplier and invoiced 500 million Rubles to the factory for a three month period. |

не надо "uncontracted", нет такого слова если не нравится illegal (которым оно по существу и является, если пользовались без заключения контракта), то лучше описательно: power consumption outside of/without contract |
