Subject: limiting access to investors gen.

помогите, плиз, разобраться с limiting access to investors
на первый взгляд надо переводить "ограничение доступа к инвесторам" - но по контексту это звучит бредово. и с учетом того, что автор - турецко-подданный, возможно должно быть "investors access to..." (доступ инвесторов) ??
в сети есть со ссылкой на ЮНКТАд "Limiting investor access to ISDS"

нашла документ ЮНКТАД в котором говорится

"Limiting investor access to ISDS
This option envisages narrowing down the range of situations in which investors may resort to ISDS..."
