kath, it literally means a stalemate ( also, sometimes loosely, impasse, deadlock, etc) What I believe the author wants to say here is that, had this provision been faithfully implemented and vigorously enforced, many an unfortunate occurrence (conflicts, screwups, disconnects, you name it) would have ben avoided / spared |

| also kath, come to think of it, what they probably meant here was that this would have helped avoid the crises / the snafus that otherwise have plagued the benefits reform |
