Dear all - retaining reason!
Пожалуйста взгляните невидимым мне оком на мой перевод второго пункта нижеприведенного абзаца:
2) hand tools shall be used at workplaces where other personnel noise exposure is eliminated.
Второй вариант:
2) Locate workspace where hand tools are used in a way preventing other personnel noise exposure.

В случае невозможности доведения параметров шума до действующих гигиенических нормативов необходимо:
1) для стационарного оборудования предусматривать создание звукоизолированных кабин, дистанционное управление процессом;
2) для ручного инструмента предусматривать размещение рабочих мест, исключающее воздействие шума на других рабочих.

Какой из них менее сумасшедший - ur own variants are most welcome!

JMHO:

Workplaces where hand tools are used shall be located so as to prevent the exposure of other staff to noise.
