По ходу, наверное, можно перевести как "назначать"?

Что до effective, это же относится к Executive order? Тогда немного нескладно звучит перевод:
"...Указом Президента, вступающим в силу с момента опубликования соответствующего указа";

Можно ли просто написать "с момента его опубликования"?
