А вот LINE как перевести не знаю

Line - какая-нибудь технологическая/производственная линия. О чем у вас там речь?
Если Вы о ramp-up, то здесь - это наращивание производственных мощностей. Ramp-up в данном конкретном случае можно вообще обозвать модернизацией (ramp-up phase - этап модернизации). Т.е. за счет установки дополнительного оборудования (increasing number of equipments) можно добиться увеличения выпуска продукции.

IMPLEMENTATION PHASES AND MILESTONES
The process integration and ramp-up procedure is structured into different phases. The completion of each phase is marked by a milestone with certain performance criteria.

2.2 Process integration
During this phase an initial process is implemented on a subset of equipment, which has passed the “Ready for PIR (process integration and ramp-up)” criterion. A baseline process is established and optimized to fulfill the Start of Production criteria.
Milestone: Start of production

2.3 Line Ramp-Up
In the consecutive ramp-up phase an increasing number of equipments is integrated into the production flow. Accordingly the line output is continuously increasing. In parallel the module performance is optimized.
Finally all equipments are integrated into the production. The specified line output is proven in a several day production test run.
Final milestone: End of Ramp-Up
