Затрудняюсь с фразой .

... царю Николаю I, который в 1825 году создал "высшую полицию" в попытках модернизировать Россию ....... ???.......

I sure my suggestion can be bettered by a native Russian speaker, but the implication is that that Nik the Stick wanted to modernize Russia - but not too quickly, in a way he could control.

"disciplined pace" doesn't imply "cracking down" and ordering everyone around as if they were in the army. It means, as I suggested above, in a controlled, steady manner. The word "discipline" doesn't necessarily convey a negative sense.

Yes, thank you, I did take a peek, and still stand by what I said above.

My own suggestion is admittedly not strong, but it does convey the idea of "pace" and movement, which is pretty essential. "когда все ходят по струнке" does not. Assuming that your native language is Russian, it should be easier for you to come up with some words suggesting pace and movement. I understand the English - for all my failings in the великий-могучий department.
